UPDATE ON SOLAR & WIND-SOLAR HYBRID POLICY & CLARITY OF SOLAR MW PROJECTS & ITS TARIFF

Solar Power Policy 2015 dtd 13.08.2015 (G.R. NO. SLR-11.2015-2442-B)
  • Policy valid till 31.03.2020 
  • Capacity: MW Scale (minimum I MW) and KW Scale (minimum I KW)
  • Capacity installation: 50% of contracted demand / sanctioned load 
  • End Use of Electricity: Captive consumption / sales to obligated entities / Third Party sale 
  • Solar Projects under REC mechanism with sale of power to Distribution Licensees 
  • Electricity duty exempted 
  • Concession 50% Cross Subsidy Surcharge & Additional Surcharge for Third Party Sale 
  • Concession of 50% of wheeling charges and losses 

Amendment dated 26.09.2019 in Solar Power Policy 2015 (G.R. NO. SLR-11-2015-2442-BI) - For MSMEs
  • Relaxation to MSMEs (Micro, S'nail & Medium Scale Enterprises) sector to install solar capacity (ground mounted or rooftop) without any limit irrespective of their sanctioned load 
  • MSMEs allowed to set up Solar Projects under Net-Metering mode, Ground Mounted Captive or Third Party Sale mode 
  • Excess Solar energy to t'e purchased by State DISCOMs at Rs. 1 .75 / kWh 
  • Electricity Duty, Cross Subsidy Surcharge & Additional Surcharge and Wheeling Charges & Losses applicable as per normal OA Consumers 

Wind-Solar Hybrid Policy- 2018 dtd 20.06.2018 (G.R. NO. SLR/11/2017/141/BI)

  • Policy valid till 20.06.2023 
  • Promotion of large scale grid connected wind-solar PV hybrid systems for optimal & ancient utilization of transmission infrastructure, land & reducing variability in RE thus achieving better grid stability 
Hybridization
  • Type A Projects: Existing (Only AC Integration permitted) 
  • Type B Projects: New (AC Integration in absence of common RPO & tariff; DC or AC Integration allowed in case common RPO & tariff) 
Metering Point 
  • Receiving end of GETCO s/s
  • Separate Metering (Common allowed in case of common RPO & tariff) 
  • Electricity duty exempted 

Policy for Allocation of Govt. wasteland on lease basis for establishing RE Generation Park (Wind Solar Hybrid Park) (G.R. dtd 25.01.2019)

  • Technical capacity for RE Hybrid Park - 1000 MW or more having infrastructure facilities 
  • Eligibility Criteria - Any individual / Unit / Company / Consortium 
  • Technical Eligibility Criteria - Bidders / Affiliates / Developers should have experience of setting up Wind and/OI Solar Power Project of at least 250 MW 
  • Financial Eligibility Criteria - Bidders / Affiliates / Developers should have Net Worth Rs 10 Lakh / MW of previous financial year 
  • Allocation of land on lease basis - 40 years (10 years - developments 30 years - operation) at lease rentals of Rs 15000 p.a. with 15% escalation of every 3 years
  • High Power Committee to finalize selection of RE Park Developer taking into consideration various techno-financial criteria viz. Financial Strength. Net Worth, Generation Capacity. Organizational Capacity, Experience, RE Manufacturing base in Gujarat, RE Investment in Gujarat, etc. 
  • RE Project Development - 50% development at the end of 5 years and 100% completion at the end of 10 years 

Scheme for development of Small scale power project -2019 (G.R. dated 06.03.2019) 

  • Applicability to Small Scale Distributed Solar Projects of size of 500 KW to 4 MW 
  • Inability of small investors to participate and compete in Competitive bidding process (on account of high minimum capacity requirement) 
  • Promotion of small investments and projects in decentralized manner 
  • PPAs to be executed @ average rate of tariffs contracted by GUVNL under Competitive Bidding plus Rs. 0.20 per unit (tariffs to be  reviewed every six months) 
  • GERC has already approved the mechanism of tariff
